Which government department is responsible for issuing general licenses for the export of dual-use items and technologies?

The Ministry of Commerce is the competent authority for the general licenses for the export of dual-use items and technologies nationwide. The provincial commerce authorities delegated by the Ministry of Commerce are responsible for the day-to-day supervision and management of the general licenses for the export of dual-use items and technologies in their respective regions according to the "Administrative Measures for the General License for the Export of Dual-purpose Items and Technologies."
