Can highly toxic substances be shipped from the Phase IV Terminal of Yangshan Deep Water Port area in Shanghai?

Since March 1, 2021, the transportation of highly toxic substances has been banned throughout the Yangtze River basin. The waters near the Phase IV Terminal are part of the Yangtze River section in Shanghai, and thus fall within the banned area for transportation.
