Do hazardous chemicals (gallium arsenide, gallium) require an industrial product production license?

According to the "Decision of the State Council on Adjusting the Catalogue of Industrial Products Subject to Production License Administration and Strengthening Interim and Ex Post Regulation" (State Issue [2019] No. 19) and the provisions of the implementation rules for production licenses of various hazardous chemicals, the management system of industrial product production licenses does not apply to hazardous chemicals such as gallium arsenide and gallium.
