Does a construction company providing materials containing hazardous chemicals count as operating hazardous chemicals?

If the company sells coatings that are classified as hazardous chemicals to customers, this activity is considered as operating hazardous chemicals. A hazardous chemicals business license should be obtained in accordance with the "Management Measures for Hazardous Chemicals Business Licenses".
