Does the operation of carbon black oil require adding this item to the hazardous chemicals business license?

According to Article 5 of the "Implementation Guide for the Catalogue of Hazardous Chemicals (2015) (Trial)", mixtures whose main components are listed in the "Catalogue" and whose sum of the mass ratio or volume ratio of the main components is not less than 70% (except those identified as non-hazardous chemicals), should be considered as hazardous chemicals and managed accordingly. When the safety supervision department handles related safety administrative licenses, it should specify the trade name of the mixture and the content of its main components. Carbon black oil (CBO) is a high-boiling fraction of coal tar, mainly consisting of anthracene oil and asphalt, and meets the identification standards for hazardous chemicals, thus it needs to be added to the business license.
