To which institutions should exporters apply for import and export licenses?

According to Article 11 of the "Measures for the Administration on Import and Export License for Dual-use Items and Technologies", after obtaining the approval document from the relevant administrative authorities, exporters should apply for the import and export license of dual-use items and technologies at the provincial local commercial authorities. Specifically:

 

  1. The approval document for the export of nuclear, nuclear dual-use items, dual-use biological items, relevant chemicals, missile-related items, and precursor chemicals is the import or export approval form issued by the Ministry of Commerce.
  2. The approval document for the import and export of controlled chemicals is the import or export approval form for controlled chemicals issued by the Office of the National Leading Group for the Implementation of the Chemical Weapons Convention (Ministry of Industry and Information Technology). Exporters of controlled chemicals apply for the import and export license of dual-use items and technologies from the License Bureau.
