Do samples or experimental samples of dual-use items and technologies exported overseas require an export license for dual-use items and technologies?

Article 20 of the "Measures for the Administration on Import and Export License for Dual-use Items and Technologies" stipulates that samples or experimental samples of dual-use items and technologies exported overseas are considered as normal exports. Exporters should apply for the export license for dual-use items and technologies in accordance with the regulations, and handle the export license for dual-use items and technologies according to these measures.
