"One sheet, one label" refers to the Chemical Safety Data Sheet (SDS) and the safety label for chemicals.

The Chemical Safety Data Sheet (SDS), also known as Material Safety Data Sheet (MSDS) in some countries, provides information on the safety, health, and environmental protection aspects of chemicals. It recommends protective measures and emergency response actions and serves as an important vehicle for chemical suppliers to convey basic hazard information to downstream users. The national standards "Safety data sheet for chemical products—Content and order of sections" (GB 16483) and "Guidance on the compilation of safety data sheet for chemical products" (GB 17519) specify the content and method of preparation for SDSs.

A chemical safety label uses a combination of text, graphic symbols, and codes to indicate the hazards and safety precautions associated with chemicals. The international "General rules for preparation of precautionary label for chemicals (GB 15258) specify the requirements for the writing, production, and use of safety labels.

According to Article 15 of the "Regulations on the Safety Management of Hazardous Chemicals (2013 Revision)," hazardous chemical production enterprises must provide a Chemical Safety Data Sheet matching the hazardous chemicals they produce and affix or hang a safety label on the packaging (including outer packaging) that corresponds to the hazardous chemicals contained within. The information provided in the Chemical Safety Data Sheets and safety labels must comply with national standards. If a hazardous chemical production enterprise discovers new hazardous properties in the chemicals they produce, they must announce this immediately and revise the Chemical Safety Data Sheets and safety labels accordingly.

As required by Article 37 of the "Regulations on the Safety Management of Hazardous Chemicals (2013 Revision)," enterprises dealing in hazardous chemicals must not purchase hazardous chemicals from enterprises that are not licensed to produce or deal in hazardous chemicals. They must not handle hazardous chemicals that lack a Chemical Safety Data Sheet or a safety label.
