Priority management chemicals are designated by the former State Administration of Work Safety to highlight priorities and strengthen supervision, guiding safety regulatory bodies and entities handling hazardous chemicals to enhance safety management. The "List of Hazardous Chemicals for Priority Management (First Batch)" was released in 2011, and the "List of Hazardous Chemicals for Priority Management (Second Batch)" was released in 2013. Currently, there are 74 types of priority management chemicals. Enterprises that produce, store, or use these priority management hazardous chemicals should actively carry out upgrades to the automation monitoring systems of their production and storage facilities. Highly hazardous and large installations must be equipped with safety instrument systems (emergency shutdown or safety interlocks) as required by law. Production and storage facilities that handle significant quantities of priority management hazardous chemicals and constitute a major hazard should be equipped with automated control systems to monitor important parameters such as temperature, pressure, and liquid level in real-time. Local safety regulatory departments at all levels should implement focused supervision on enterprises that produce, store, use, or handle priority management hazardous chemicals, in accordance with relevant laws, regulations, and the requirements of this notice.
