What are specially controlled hazardous chemicals?

Specially controlled hazardous chemicals refer to those with inherently high hazards, significant safety risks in case of accidents, serious consequences following accidents, and large circulation volumes, necessitating special management. On May 30, 2020, the Ministry of Emergency Management, in conjunction with the Ministry of Industry and Information Technology, the Ministry of Public Security, and the Ministry of Transport, jointly issued the "Inventory of Specially Controlled Hazardous Chemicals (First Edition)" (hereinafter referred to as the "Inventory"). The inventory includes 20 types of hazardous chemicals such as ammonium nitrate, nitrocellulose, potassium chlorate, sodium chlorate, chlorine, ammonia, methyl isocyanate, dimethyl sulfate, sodium cyanide, potassium cyanide, liquefied petroleum gas, liquefied natural gas, ethylene oxide, vinyl chloride, dimethyl ether, gasoline, 1,2-epoxypropane, carbon disulfide, methanol, and ethanol, categorized into 4 types of explosive chemicals, 6 types of toxic chemicals, 5 types of flammable gases, and 5 types of flammable liquids.
