They can submit the relevant application materials through the "Online Registration System for New Chemical Substances." It is important to note that producers or trading enterprises intending to export new chemical substances to mainland China, as applicants, should comply with Article 11 of the "Measures for the Environmental Management Registration of New Chemical Substances" (Ministry of Ecology and Environment Order No. 12) and Section 4 of Chapter 1 of the "Guidelines for Environmental Management Registration of New Chemical Substances" (Ministry of Ecology and Environment Announcement 2020 No. 51). According to these regulations, they should designate a legally registered enterprise or institution in mainland China that can independently assume legal responsibilities as their agent to jointly fulfill the obligations of environmental management registration for new chemical substances and post-registration environmental management, and to bear legal responsibilities accordingly.
