Which registered new chemical substances are required to submit annual reports after the implementation of China's MEE Order No. 12? What are the deadlines and scope for the submission of annual reports?

According to the "Measures for the Environmental Management Registration of New Chemical Substances" (Ministry of Ecology and Environment Order No. 12) (hereinafter referred to as MEE Order No. 12) and the "Announcement on Relevant Transitional Matters for the Environmental Management Registration of New Chemical Substances" (Ministry of Ecology and Environment Announcement No. 46, 2020), new chemical substances that are specified under Article 3 of the "Measures for the Environmental Management of New Chemical Substances" (former Ministry of Environmental Protection Order No. 7) as priority environmental management hazardous chemicals, as well as those that have received conventional registration under MEE Order No. 12 and are specified in the environmental management requirements on the registration certificate, are required to submit annual reports.

The deadline for submitting annual reports is from January 1 to April 30 each year, starting the year after registration approval. The scope of the report includes the actual production or importation of the previous year, environmental discharge conditions, and the implementation of environmental risk control measures and environmental management requirements.
