If an applicant has obtained a simplified registration certificate for a new chemical substance and then applies for and receives a regular registration certificate, can they hold both certificates simultaneously?

No. According to the "Guidelines for the Environmental Management Registration of New Chemical Substances" (Ministry of Ecology and Environment Announcement No. 51 of 2020), a new chemical substance that meets the lower application conditions may opt for the higher application conditions to process the environmental management registration and obtain a new registration certificate.
