China to Add Seven New Substances to Precursor Chemicals Management Starting September 2024

On August 2, 2024, the Ministry of Public Security, in conjunction with the Ministry of Commerce, the National Health Commission, the Ministry of Emergency Management, the General Administration of Customs, the National Medical Products Administration, and other departments, jointly issued the "Announcement on the Inclusion of N-phenylpiperidin-4-amine, 1-N-Boc-4-(Phenylamino)piperidine, Norfentanyl, Cannabidiol, BMK glycidic acid and Its Esters, 3-oxo-2-phenylbutanoic acid and Its Esters, PMK glycidic acid esters into the Management of Precursor Chemicals" (hereinafter referred to as the "Announcement"), which will be implemented from September 1, 2024.

The Announcement states that, with the approval of the State Council, the seven substances including N-phenylpiperidin-4-amine, 1-N-Boc-4-(Phenylamino)piperidine, Norfentanyl, Cannabidiol, BMK glycidic acid and Its Esters, 3-oxo-2-phenylbutanoic acid and Its Esters, PMK glycidic acid esters have been added to the "Regulation on the administration of precursor chemicals"(hereinafter referred to as the "Regulation") under the annexed table "Classification and Catalogue of Precursor Chemicals." The related management matters are announced as follows:

1. Management of N-phenylpiperidin-4-amine, 1-N-Boc-4-(Phenylamino)piperidine, and Norfentanyl

  • N-phenylpiperidin-4-amine, abbreviated as 4-AP, with CAS number 23056-29-3 and customs code 2933399073;
  • 1-N-Boc-4-(Phenylamino)piperidine, abbreviated as 1-boc-4-AP, with CAS number 125541-22-2 and customs code 2933399073;
  • Norfentanyl, with CAS number 1609-66-1 and customs code 2933399073.

These substances are administered under Category II precursor chemicals according to the Regulations, and their production, operation, purchase, transportation, and import/export activities are governed by the relevant regulations for non-pharmaceutical precursor chemicals.

 

2. Management of Cannabidiol

Cannabidiol, abbreviated as CBD, with CAS number 13956-29-1 and customs code 2907299020, is administered in accordance with Category II precursor chemicals of the Regulation. Its production, operation, purchase, transportation, and import/export activities follow the relevant regulations for non-pharmaceutical precursor chemicals. Preclinical research of cannabidiol for medical purposes must also comply with Article 10 of the "Regulations on the Management of Narcotic Drugs and Psychotropic Substances."
