When can activities commence after the application for the environmental management registration of new chemical substances in China?

According to the "Guidelines for the Environmental Management Registration of New Chemical Substances" (Announcement No. 51 of 2020 by the Ministry of Ecology and Environment), once the applicant has submitted the complete set of materials for the environmental management registration of new chemical substances, the online registration system automatically sends a registration receipt. The applicant can then commence activities related to the new chemical substance as outlined in the registration. The competent environmental authorities under the State Council organize their affiliated chemical substance environmental management agencies to conduct random inspections of the conformity of the registration materials.

  1.  If the inspection concludes that the submitted registration materials do not meet the requirements or are insufficient to determine compliance with the registration conditions, the applicant must make a one-time correction of the relevant materials as per the correction notice.
  2. If the inspection finds that the registered substance does not meet the registration conditions and should undergo regular or simplified registration, the competent environmental authority under the State Council will cancel the registration. The applicant must bear the corresponding legal responsibilities stipulated by the "Measures for the Environmental Management Registration of New Chemical Substances" and apply for a regular or simplified environmental management registration certificate for new chemical substances as specified.
