It is necessary. According to the "Announcement on Relevant Transitional Matters for the Environmental Management Registration of New Chemical Substances" (Ministry of Ecology and Environment Announcement No. 46 of 2020), and the "Measures for the Environmental Management of New Chemical Substances" (Ministry of Environmental Protection Order No. 7), holders of a regular registration certificate for new chemical substances must, according to Article 41 of the "Measures for the Environmental Management Registration of New Chemical Substances" (Ministry of Ecology and Environment Order No. 12), submit a first activity report within sixty days from the date of first production or from the date of first import and transfer to processors.
