Under China's MEE Order No. 12, can data on bioaccumulation be exempted if LogKow is less than 3?

According to the "Guidelines for Environmental Management Registration of New Chemical Substances" (Ministry of Ecology and Environment Announcement No. 51 of 2020), the conditions for exemption from ecotoxicological data state that a logKow (octanol/water partition coefficient) < 3 meets the exemption conditions for fish accumulation tests. However, the logKow data must be derived from a test report.
