Guangdong Province Releases Application Specification for Safety Information Code of Hazardous Chemicals

On July 15, 2024, the Emergency Management Department of Guangdong Province issued the draft for review of the local standard "Application specification for safety information code of hazardous chemicals (Draft for Review)" (see attachment).

This local standard is part of the second batch of local standards revision plans for Guangdong Province in 2023 (Guangdong Municipal Supervisory Standard [2023] No. 591), led by the Guangdong Institute of Safety Production and Emergency Management Science and Technology. It involved organizing industry experts to conduct research, drafting, compilation, and validation of the standard.

The formulation and subsequent implementation of this standard are crucial supports for the standardized application of "one enterprise, one product, one code" in regulatory standards within Guangdong Province. It will also help standardize the application of safety information codes for hazardous chemicals, better facilitating the transmission of safety information through these codes.

The draft standard specifies the terms and definitions, structure and categories, basic principles, and application requirements of the safety information codes for hazardous chemicals (hereinafter referred to as "safety information codes"). It describes the methods of verification and is applicable to the use of safety information codes for hazardous chemicals.

The draft outlines five main requirements for the application of safety information codes, specifically:

  1. "Setup Requirements": This section proposes the scenarios and locations for setting up safety information codes, with some corresponding examples provided in the appendix.
  2. "Size Requirements": This section establishes basic requirements for the size of the symbols used in safety information codes.
  3. "Printing Quality Requirements": This section sets the standards for the printing quality of safety information codes.
  4. "Maintenance Requirements": This section mandates that the information in safety information codes must be truthful and accurate, and it delineates the responsibilities of the companies applying for and holding hazardous chemicals.
  5. "Special Requirements": This section explains special circumstances in the application of safety information codes, including four specific situations where printing of the codes may be partially exempted.
