On July 8, 2024, the General Administration of Customs' Inspection and Quarantine Department and the Inspection Department issued the "Notice on Implementing the Pilot Reform of 'Batch Inspection' for the Packaging of Export Hazardous Chemicals and Dangerous Goods Nationwide" (Inspection Letter [2024] No. 17) (hereinafter referred to as "the Notice").
The Notice stipulates the implementation of the pilot reform of "batch inspection" for the packaging of export hazardous chemicals and dangerous goods at customs nationwide. The content includes conducting pilots nationwide, the "batch inspection" model, operational requirements, and provides the "Operational Guidelines for the Pilot Reform of 'Batch Inspection' for Export Hazardous Chemicals and Dangerous Goods Packaging (Trial)" (hereinafter referred to as "Operational Guidelines"). These guidelines specify the determination of inspection batches, operational requirements, dynamic management, etc., applicable to the export hazardous chemicals listed in the latest edition of the "Catalogue of Hazardous Chemicals" declared by pilot enterprises, as well as export dangerous goods and their packaging listed in the United Nations "Recommendations on the Transport of Dangerous Goods Model Regulations" (excluding Class 6.2 infectious substances and Class 7 radioactive materials).
The specific content of the Notice is as follows:
Since October 2023, some directly-managed customs have been piloting "batch inspection" reform in the inspection and supervision of the packaging of export hazardous chemicals and dangerous goods, achieving significant results. To further advance the reform, strengthen the supervision of hazardous goods, and promote high-quality development of customs work, it has been decided to further expand the scope of the pilot, with specific arrangements notified as follows:
1. Nationwide Pilot Implementation
Effective immediately, the pilot reform of "batch inspection" for export hazardous goods will be conducted within the customs territory nationwide. In accordance with national technical specifications and the spirit of related reform documents from the Headquarters, the inspection and supervision of the packaging of export hazardous chemicals and dangerous goods will optimize and adjust to the "batch inspection" model while maintaining the principle of "inspection per batch".
2. "Batch Inspection" Model
According to the "Sampling Procedures for Inspection by Attributes" (GB/T 2828.1), a "batch" should consist of products that are of the same model, grade, type, size, and composition, manufactured under essentially the same conditions and during the same period. Based on the experience from the initial pilot, the Headquarters has standardized the related operational model.
