Is it true that all chemicals that meet the criteria are considered key supervised hazardous chemicals in China, which implements a catalog management system for hazardous chemicals?

According to the "Notice on the Publication of the List of Key Supervised Hazardous Chemicals (First Batch)" issued by the State Administration of Work Safety (No. 95 [2011] of the General Office of the State Administration of Work Safety) and the interpretation of the "List of Key Supervised Hazardous Chemicals (First Batch)," all chemicals that meet the relevant criteria are considered key supervised hazardous chemicals.

Previous: Many materials' MSDS (Material Safety Data Sheets) show that their components include substances listed in the "Catalogue of Hazardous Chemicals (2015 Edition)," but the content is below 70%. However, the hazard description indicates "Serious eye damage/irritation: Category 2A; Skin corrosion/irritation: Category 2; Skin sensitizer: Category 1," etc. Are such chemicals considered hazardous chemicals? Must they be stored in a qualified hazardous goods warehouse?
Next: The primary ingredients of the substance do not appear in China's "Catalogue of Hazardous Chemicals"; however, the Safety Data Sheet (SDS) indicates a hazard classification. Does this mean the substance is a hazardous chemical? Should the company treat it as such for management purposes?
