Shanghai Issued "Technical Specification for Informative Supervision and Administration of Dangerous Chemicals— Traceable Code of Dangerous Chemicals (Draft for Comment)" | regulatory trends

Recently, Shanghai Municipality issued the local standard "Technical specification for informative supervision and administration of dangerous chemicals— Traceable Code of dangerous chemicals (Draft for Comment)" (DB31/T 1250-XXXX) (hereinafter referred to as the draft). The draft was formulated by the Shanghai Emergency Management Bureau, with the purpose of implementing the "National plan for centralized control of hazardous chemical safety risks" (Safety Commission [2021] No. 12), the "Measures of Shanghai Municipality for the Safety Administration of Dangerous Chemicals" and relevant laws and regulations, strengthening the safety management of hazardous chemicals throughout their life cycle, and ensuring the standardization of information supervision.

This draft revises the Technical specification for informative supervision and administration of dangerous chemicals—Code of dangerous chemicals (DB31/T 1250-2020). The main contents of this revision are:

1. Further refined the principles, structure, coding rules and other technical requirements of the hazardous chemicals traceable code;

2. Increased the identification information, use and maintenance, quality control and other technical requirements of the hazardous chemical traceable code.

This draft for Comments stipulates the principles, structure, coding rules, information identification, use and maintenance requirements, quality control, etc. for identifying the safety information of hazardous chemicals. It is applicable to the identification in the production, storage, use and operation of hazardous chemicals, and is applicable to the hazardous chemicals included in the Catalogue of Hazardous Chemicals (2015). It does not apply to hazardous chemicals transported by pipeline and oil tankers, bulk chemical tankers and liquefied gas tankers.
