On May 6, 2024, the General Office of the State Council completed the "Work Plan for Legislative Work of the State Council in 2024," specifying legislative projects and the units responsible for drafting.
In order to strengthen the legal system for national security, the "Work Plan for Legislative Work of the State Council in 2024" stipulates that the draft law on chemical safety shall be drafted by the Ministry of Emergency Management and submitted for review by the Standing Committee of the National People's Congress.
In addition, the "Work Plan for Legislative Work of the State Council in 2024" indicates that a regulation on chemical substance environmental risk management is to be drafted as a prelude to promoting green development.
