According to the mandatory national standard plan issued by the National Standardization Administration, the Ministry of Industry and Information Technology has compiled the "Safety Technical Requirements for Medical Gloves" and other 2 mandatory national standards (draft for approval), including "Rules for Classification and Labelling of Chemicals—Part 1: General Specifications (draft for approval)". In order to further solicit opinions from all sectors of society, the Ministry of Industry and Information Technology will publish the draft for approval and the drafting explanation (see Annex 1 and 2) for public review on March 12, 2024, with the deadline of April 12, 2024.

The main contents of "Rules for Classification and Labelling of Chemicals—Part 1: General Specifications (draft for approval)" are as follows:
This document specifies the terms and definitions related to chemical classification and labeling, as well as the general principles for the classification and labeling of chemical hazards, safety data sheets, and applies to the classification and labeling of chemicals according to the United Nations Global Chemicals Classification and Labeling System. Chemicals, pesticide residues in food, food additives, and cosmetics, when intentionally ingested, are not covered by the labeling requirements of this document. However, if workers may come into contact with them or there is a potential for contact during transport, the requirements of this document must still be followed. Laws and regulations that provide for otherwise are to be followed.
Note: The labeling requirements for transport packaging should give priority to the requirements of the "Recommendations on the Regulations for the Transport of Dangerous Goods, Model Regulations".
The standard will replace GB 13690-2009 "General rule for classification and hazard communication of chemicals" after subsequent release and implementation
The main changes compared with GB 13690-2009 are as follows:
-- The name of the standard is modified, the Chinese name is modified to "化学品分类和标签规范 第1部分:通则", and the English name is modified to "Rules for classification and labelling of chemicals -- Part 1: General specifications";
-- The content of Chapter 1 "Scope" is modified, "this standard" is changed to "this document", "classification of chemicals and hazard announcement" is changed to "hazard classification, labelling and technical specification of chemical safety";
-- Modified the leading words of Chapter 2 "Normative Reference Documents", updated the reference documents, and added "UN Globally Harmonized System of Classification and Labelling of Chemicals" (Eighth Revision) and "UN Recommendations on the Transport of Dangerous Goods - Model Regulations" (Twentieth Revision) as reference documents, and deleted the reference documents "GB/T 22272~GB/T 22278";
-- Adjustment of terms and definitions;
-- Adjustment of the provisions on the classification of hazards of chemicals: 4.1.1 Types of Hazard a) added Desensitizing explosives in the physical hazards;
