2024 Revised Catalogue of the Export of Precursor Chemicals to Particular Countries (Regions) was Issued

On April 23, 2024, five departments including the Ministry of Commerce, Ministry of Public Security, Ministry of Emergency Management, General Administration of Customs, and the National Medical Products Administration jointly issued the Announcement on the Adjusting the Catalogue of the Export of Precursor Chemicals to Particular Countries (Regions) (Announcement No. 16 [2024] of the Ministry of Commerce) (hereinafter referred to as the Announcement), which will come into effect on May 1, 2024.

The Announcement was formulated in accordance with the Interim Provisions on the Administration of the Export of Precursor Chemicals to Particular Countries (Regions) to further enhance the administration of precursor chemicals export. It also issued the revised Catalogue of the Export of Precursor Chemicals to Particular Countries (Regions) (hereinafter referred to as the Catalogue).

The revised Catalogue includes a total of 41 types of chemicals, adding 24 new types such as hydrobromic acid compared to the previous version. Starting from the effective date of the Announcement, exports of the chemicals in the Catalogue to Myanmar, Laos, and Afghanistan must apply for a permit in accordance with the Interim Provisions on the Administration of the Export of Precursor Chemicals to Particular Countries (Regions), while exports to other countries (regions) do not require a permit.
