On January 27, 2024, the Ministry of Ecology and Environment issued the "Notification on the Issuance of Quotas for the Production, Use, and Import of Ozone-Depleting Substances and Hydrofluorocarbons for 2024" (No. 3 Circular of the Office of Atmospheric Environmental Protection, 2024)(hereinafter referred to as the "Notice").

The Notice notifies the 2024 annual quotas for the production, use and import of ozone-depleting substances and hydrofluorocarbons based on the provisions of the "Atmospheric Pollution Prevention and Control Law of the People's Republic of China" and the "Regulation on the Administration of Ozone Depleting Substances". It includes the provincial division, enterprise name, types of HCFCs and HFCs, production quotas, and in-use production quotas. It applies to the production, use and import of ozone-depleting substances and hydrofluorocarbons. Specifically:

I. The production quotas and in-use production quotas for 2024 were issued to Inner Mongolia San'ai Fu Wanhao Fluorochemical Co., Ltd. and other 17 units, the use quotas for 2024 were issued to Handan Meiqi Refrigeration Equipment Co., Ltd. and other 28 units, and the use quotas for 2024 were issued to Li'anlong BoHua (Tianjin) Pharmaceutical Chemical Co., Ltd. and other 8 units (see the attachment).

II. Allocate 2024 annual production quotas for hydrofluorocarbons (excluding trifluoromethane) to Cangzhou Lingang Heji Chemical Co., Ltd. and 33 other units, allocate 2024 annual production quotas for trifluoromethane and in-use production quotas to Zhonghua LanTian Fluorine Material Co., Ltd. and 7 other units, and allocate 2024 annual import quotas for hydrofluorocarbons to 38 units including Keem One Fluorochemicals (Changshu) Co., Ltd.
