On January 16, 2024, the Ministry of Industry and Information Technology, the Ministry of Commerce, and the General Administration of Customs issued the "Joint Notice from the General Offices of the Ministry of Industry and Information Technology, Ministry of Commerce, and General Administration of Customs on Optimizing the Import and Export Supervision Measures for Low-Concentration Triethanolamine Mixtures" (Notice No. 394 of the General Office of the Ministry of Industry and Information Technology, the General Office of the Ministry of Commerce, and the General Administration of Customs) (hereinafter referred to as the "Notice"). The formulation of the Notice is based on the relevant provisions of the "Regulation of the People's Republic of China on the Administration of Chemicals Subject to Supervision and Control" and the "Implementation Rules for the Regulation of the People's Republic of China on the Administration of Chemicals Subject to Supervision and Control". The release and implementation of the Notice are aimed at enhancing the efficiency of the import and export supervision of monitored chemicals.
The three departments have decided to optimize the import and export supervision measures for certain low-concentration triethanolamine mixtures as of February 1, 2024. Among them, the non-medical disinfectants, synthetic detergent powders, cosmetics, and inks with low concentrations of triethanolamine (see the attachment) have low proliferation risks and are not controlled items under the "Catalogue of Dual-Use Items and Technologies Subject to Import and Export License Administration(2024)" for triethanolamine (HS code 292215000) and triethanolamine mixtures (HS code 3824999950). Therefore, they do not require import and export approval for monitored chemicals and do not require dual-use items and technologies import and export licenses.
