This document specifies the basic requirements, design requirements, construction requirements, quality acceptance, operation and maintenance, alarm management, and optimization of safety monitoring for major hazard installations of hazardous chemicals. It is applicable to the safety monitoring of major hazard installations in the construction of new, reconstructed, and expanded hazardous chemical projects by enterprises engaged in the production and operation of hazardous chemicals, as well as chemical enterprises using hazardous chemicals in production. It does not apply to major hazard installations of hazardous chemicals formed under the following circumstances: a) Urban gas; b) Underground water-sealed caverns and underground gas storage; c) Transit storage and station yards for the transportation of hazardous chemicals outside the plant (including transportation by rail, road, water, air, and pipeline); d) Storage operations of hazardous chemicals within port areas; e) Hazardous chemicals used for national defense scientific research and production.
