This convention details the scope, objectives, definition of hazardous waste, general obligations, designation of competent authorities and focal points, transboundary movements between Parties, transboundary movements through non-Parties, liability for re-import, illegal traffic, international cooperation, bilateral, multilateral and regional agreements, negotiations on liability, information transmission, financial aspects, meetings of the Parties, Secretariat, amendment of the convention, adoption and amendment of annexes, verification, dispute resolution, signature, ratification, acceptance, formal confirmation or approval, accession, voting rights, entry into force, reservations and declarations, withdrawal, depositary, and authentic texts. It is applicable to the transboundary movement and disposal of hazardous wastes.
