This Provisions specifies the management of vessel and personnel, packaging and container management, declaration and reporting management, safety operation management, supervision management, and legal responsibilities for carriage of hazardous goods by vessels. It is applicable to the activities of ships carrying hazardous goods in the territorial waters of the People's Republic of China and related safety supervision and management.
