These Measures specifies the conditions for hazardous chemical enterprises to apply for the permits for trading, the application and issuance of the permits, the supervision and management, and legal responsibilities, applicable to the trading (including warehousing) activities of hazardous chemicals in the Catalogue of Hazardous Chemicals within the People's Republic of China and the work of safety supervision departments at all levels, not applicable to the trading of explosives for civilian use, radioactive materials, nuclear materials, and urban gas.
