Main Content
This regulation specifies the basic requirements for the environmental management registration of new chemical substances, the application and acceptance of regular and simplified registrations, technical review and decisions, changes, withdrawals and revocations, record-keeping, follow-up management, and legal responsibilities. It is applicable to the environmental management registration of activities involving research, production, import, and processing use of new chemical substances within the People's Republic of China, except for new chemical substances that are stored in customs special supervision areas after importation and are exported in their entirety without any processing. It does not apply to pharmaceuticals, pesticides, veterinary drugs, cosmetics, food, food additives, feed, feed additives, fertilizers, and other products, except when they are changed to other industrial uses or used as raw materials and intermediates for the aforementioned products; radioactive substances, except for articles designed for conventional use that intentionally release the new chemical substances they contain, are subject to this regulation.
