The China Food and Drug Administration (CFDA) was a direct subordinate institution of the State Council, responsible for the comprehensive supervision and administration of pharmaceuticals, medical devices, cosmetics, health foods, and food safety in catering services. It was in charge of drafting laws and regulations related to food safety (including food additives and health foods, hereinafter the same), pharmaceuticals (including traditional Chinese medicine and ethnic minority medicines, hereinafter the same), medical devices, and cosmetics. The CFDA also formulated implementation measures for food administrative licensing and supervised their enforcement. It organized the development and publication of the National Pharmacopoeia and other standards and classification management systems for pharmaceuticals and medical devices, and supervised their implementation.
