On March 4, 2025, the draft of Rules for Classification and Labelling of Chemicals-Part X: Desensitized Explosives under the GB 30000 series was officially released. This standard specifies the terminology, definitions, classification criteria, determination logic, and labeling requirements for desensitized explosives. It applies to the classification and labeling of desensitized explosives in accordance with the United Nations’ Globally Harmonized System of Classification and Labelling of Chemicals (GHS).
The standard was jointly developed by members of China’s GHS Inter-Ministerial Joint Conference, including the Ministry of Industry and Information Technology (MIIT), State Administration for Market Regulation (SAMR), Ministry of Ecology and Environment (MEE), Ministry of Emergency Management (MEM), and General Administration of Customs (GAC). The proposed implementation date is 12 months after its official release.

Background
The GHS, now in its tenth revised edition (originally the sixth), categorizes chemical hazards into 29 hazard classes, including 17 physical hazards, 10 health hazards, and 2 environmental hazards. From the original 28 categories, one additional class was added. A key update is the addition of desensitized explosives as the 17th physical hazard class, distinct from all other classes. This revision significantly expands the scope of hazardous chemicals covered under China’s newly amended Regulations on the Safety Management of Hazardous Chemicals.
