Guangdong Rolls Out QR Code System to Track Hazardous Chemicals

The "Application Specification for Safety Information Code of Hazardous Chemicals" of Guangdong Province has been officially implemented since February 11, 2025. This standard has now been filed and approved, and the full text of the standard has been made public. Both enterprises and the general public can access it through the following link: Standard Information Inquiry - Standardization Administration of China.

Applicability of the Specification: The "Application Specification for Safety Information Code of Hazardous Chemicals" applies to the use of safety information QR codes (hereinafter referred to as ‘QR code’) for hazardous chemicals, including producers, importers, transporters of hazardous chemicals, and relevant regulatory authorities.

Obtaining the QR Code: Producers and importers of hazardous chemicals can obtain the QR code by completing the registration on the Comprehensive Service System for Hazardous chemicals Registration and downloading the code automatically generated by the system for the hazardous chemicals they produce or import.

Version of the QR code:

Application of the QR code: When there is a chemical safety label on the packaging, the QR code should be printed together with the chemical safety label or affixed to the label. It is recommended to place the QR code in the lower right corner of the chemical safety label or next to the last pictogram. For the same product specification from the same enterprise, the QR code should be consistently placed in the same position on the chemical safety label. (For specific examples, please refer to the images at the end of the text.)

Exemptions for QR code:

  • For hazardous chemicals with a single package volume or capacity not exceeding 100ml or 100cm³, the QR code may not be printed or affixed on the inner packaging, but it must be printed or affixed on the outer packaging.
  • Hazardous chemicals intended solely for export may not require the QR code on either the inner or outer packaging.
  • Hazardous chemicals imported solely for internal use, which do not leave the factory premises after entering the factory storage tanks, may not require the QR code on either the inner or outer packaging.
  • Packaging of daily chemical products that contain independent packaging and can be sold separately may not require the QR code.

Size Requirements for QR code:

  • The QR code on the chemical safety label should generally not be smaller than the size of the pictograms on the label, and the minimum length of the shorter side should not be less than 1cm. For QR codes on dangerous goods transport vehicles, the length of the shorter side should not be less than the length of the diamond-shaped placard.
  • The simplified version of the QR code is only applicable to chemical packaging with a volume less than 1000ml or a capacity less than 1000cm³.

Official Inspection Methods for QR code:

  • Visual inspection of the placement of the QR code on the inner and outer packaging, safety labels, transport containers, or vehicles.
  • Measurement of the length of the QR code using tools such as calipers, with a precision not lower than 1mm.
  • Visual inspection of the clarity and any deformation or damage to the QR code symbol.
  • Scanning the QR code with a mobile phone to check its readability.
  • If necessary, evaluating the quality requirements of the QR code according to the detection method of GB/T 23704.
  • Assessing the effectiveness of the maintenance and management of the QR code through on-site inspections, system information queries, and document reviews.
