The PICCS lists all existing chemicals and chemical substances that are used, imported, distributed, processed, manufactured, stored, exported, handled, or transported in the Philippines. These chemicals and substances are nominated by various industries and have been regularly updated since the Environmental Management Bureau (EMB) of the DENR first published it in 1995.
The primary purpose of the PICCS is to provide the government, industry, and public with a central information resource on all existing chemicals and chemical substances in the country. It also serves as an essential guide for chemical manufacturers and importers. Manufacturers and importers do not need to notify the DENR-EMB or obtain a permit when manufacturing or importing chemicals listed in the PICCS, provided these chemicals are not on the Priority Chemicals List (PCL) and are not subject to any Chemical Control Orders (CCO). Chemicals and chemical substances not listed in the PICCS cannot be manufactured or imported unless the applicant follows the Pre-Manufacture and Pre-Importation Notification (PMPIN) assessment process.
The information in the PICCS includes the chemical name, CAS number, and the CAS Registry Index name assigned according to the nomenclature of the International Union of Pure and Applied Chemistry (IUPAC). When a chemical's common name differs from its CAS Registry Index name, the common name is also listed.
The PICCS is updated annually to include all new chemicals that have received a PMPIN certificate. Importers and manufacturers who have submitted a start-up notification by December 31 of the year will be included in the PICCS for the following year.
