On January 14, 2025, the Solid Waste and Chemical Management Center (SCC) officially issued the "Notice on Submitting the Annual Activity Report for New Chemical Substances for 2024." CIRS Group respectfully reminds all enterprises registered with new chemical substances to ensure that the submission of the 2024 annual activity report by the designated deadline is incorporated into their New Year work plans.
The "Measures for the Environmental Management Registration of New Chemical Substances" (Ministry of Ecology and Environment Order No. 12) and the "Announcement on Relevant Transitional Matters for the Environmental Management Registration of New Chemical Substances" (Ministry of Ecology and Environment Announcement No. 46 of 2020) stipulate that holders of regular registration certificates for all new chemical substances required to submit annual reports must submit the previous year's activity report to the competent authorities within the prescribed deadline.
Types of New Chemical Substances Required to Submit Annual Reports
- New chemical substances that have obtained a regular registration certificate under the former Ministry of Environmental Protection Order No. 7 and are categorized as high-risk for environmental management.
- New chemical substances that have obtained a regular registration certificate under the Ministry of Ecology and Environment Order No. 12 and whose environmental management requirements stipulate the submission of an annual report.
The official notice also provides a list of regular registration certificates for new chemical substances that need to submit the 2024 annual activity report (see attachment at the end of this document). Enterprises can find relevant registration certificate information that requires annual report submission.
Deadline for Submitting Annual Reports
According to the notice, the deadline for submitting the annual activity report for new chemical substances for 2024 is April 30, 2025.
Entities Required to Submit Annual Reports
- The registrants or their designated certificate holders under Order No. 7.
- The applicants or their designated agents under Order No. 12.
- Processors and users of new chemical substances should provide relevant information to assist the applicant in completing the annual report.
Contents of the Annual Report
The 2024 annual report should include actual activities of the new chemical substances (including production or import details, transfer situations, information on processors and users), information transmission to downstream users, environmental emissions (which may come from monitoring reports or estimated data), and the implementation of environmental risk control measures and management requirements.
Submission Method
The holder of the registration certificate or their designated agent should fill out and submit the "New Chemical Substances Annual Report Form" online through the New Chemical Substances Online Registration System. The login path is on the website of the Ministry of Ecology and Environment's Service Hall (http://zwfw.mee.gov.cn). Select the "New Chemical Substances" category, click on the "New Chemical Substances Environmental Management Registration Certificate Issuance and Approval Matters" section, and proceed to the homepage of the online registration system. Choose the "Regular Registration" matter, click on "Annual Report," fill it out completely, and after ensuring all information is correct, click "Print" to generate a PDF file with an SN code. Print the document, sign and stamp it, scan it into a color PDF file, and upload it. Click "Submit" to complete the annual report submission. Keep the original paper copies for your records; there is no need to mail them to the authorities.
CIRS Group reminds you: Please actively submit the 2024 annual report for new chemical substances within the specified deadline to avoid potential legal penalties. According to Article 47 of the Ministry of Ecology and Environment Order No. 12, failing to submit the annual report as required is considered a violation, subject to correction orders and a fine of up to 10,000 yuan. In severe cases, joint disciplinary action for breach of trust may be initiated, and applications for new chemical substance environmental management registration will not be accepted within one year.
