Ethylene Dichloride and Vinyl Chloride Monomer, Polycarbonate Quality Control Orders Delayed
On September 13, 2024, the Department of Chemicals and Petrochemicals (DCPC) under the Ministry of Chemicals and Fertilizers announced in the latest official gazette that the implementation date of the quality control orders for ethylene dichloride and vinyl chloride monomer, originally set for September 12, 2024, has been postponed to March 12, 2025.
On September 17, 2024, the DCPC announced the postponement of the quality control order for polycarbonate, which was also scheduled to be implemented on September 12, 2024, to March 12, 2025.
The decision to delay implementation is based on providing manufacturers and other relevant industry participants with more time to adapt to the new quality standards. This measure will help ensure that all parties involved can fully comply with the upcoming standards within the stipulated time, thereby enhancing the consistency of product quality and market regulation.
Under the Bureau of Indian Standards Act of 2016 (BIS Act), once these quality control orders come into effect, relevant manufacturers need to apply for a license from the BIS and ensure their products bear the corresponding standard mark. It is noteworthy that these regulations do not apply to products intended solely for export.
The government emphasizes that all relevant manufacturers must comply with these regulations, and any violations will be subject to legal penalties under the BIS Act.
Styrene-Butadiene Rubber Latex Quality Control Order, New Exemption Added
On September 18, 2024, the DCPC also revised the quality control order for styrene-butadiene rubber latex in an announcement, adding an exemption clause specifying that the order does not apply to carboxylated styrene-butadiene rubber latex grade for manufacture of automotive lithium ion battery.
Styrene-butadiene rubber latex is a synthetic rubber widely used in the automotive industry, footwear manufacturing, adhesives, and coatings among other fields. This adjustment reflects the government's support for the specific needs of the automotive and battery manufacturing industries. Carboxylated styrene-butadiene rubber latex, due to its adhesive properties and chemical resistance, is a key component in battery manufacturing. This exemption will help promote technological innovation and development in the related industries.
