China Updates Import and Export Licensing Management of Chemicals in 2024

On December 29, 2023, China’s Ministry of Commerce (MOFCOM) and the General Administration of Customs (GAC) published the updated Catalogue of Import and Export Licenses for Dual-Use Items and Technologies to impact the operations of foreign businesses in China. This Catalogue is scheduled to be effective on January 1, 2024 and its previous version will hereby be removed.

In the following are the specifications for specific Class II monitoring chemicals in the Catalogue of Import and Export Licenses for Dual-Use Items and Technologies:

Chemicals listed in the Catalogue of Import and Export Licenses for Dual-Use Items and Technologies are subject to strict management, which aims to prevent the illegal use of chemicals. Stakeholders are required to report the details of chemical use, storage and sale to competent authority. Any violations may be imposed of penalties.

As mentioned earlier, new adjustments have been made to the Catalogue. Relevant enterprises are advised to keep a close eye on China’s schemes and make corresponding changes to stay compliant.
