On March 28, 2025, the State Administration for Market Regulation and the Standardization Administration of the People's Republic of China released the "List of Dangerous Goods" (GB 12268-2025), which will be implemented from October 1, 2025, and will then fully replace the "List of Dangerous Goods" (GB 12268-2012). The full text of the "List of Dangerous Goods" (GB 12268-2025) is now available (see the attachment), and its main contents, major technical changes, and referenced technical documents are as follows.
Main Contents
GB 12268-2025 specifies the general rules, structure and content of the list of names of dangerous goods, and the basic requirements for packaging. It applies to the transport of dangerous goods and related activities, but does not apply to the bulk waterway transport of dangerous goods.
Major Technical Changes
Compared with GB 12268-2012, in addition to structural adjustments and editorial changes, the main technical changes in GB 12268-2025 are as follows:
- The scope of application has been revised (see Chapter 1, compared with Chapter 1 of the 2012 version);
- The terms and definitions have been revised (see Chapter 3, compared with Chapter 3 of the 2012 version);
- Part of the content on the classification of dangerous goods has been revised (see 4.1, compared with 4.1, 4.2, and 4.4 of the 2012 version);
- An explanation of the scope of inclusion in the list of names of dangerous goods has been added (see 4.2);
- The relevant requirements for the classification of mixtures or solutions have been removed (see 4.3.2 of the 2012 version);
- 69 entries, namely UN0510-UN0513 and UN3496-UN3560, have been added, and the UN1169 entry has been removed (see Table 1, compared with Table 1 of the 2012 version);
- The structure of the list of names of dangerous goods has been revised. Column (6) has been changed to "Packaging Category", and Columns (8) "Limited Quantity", (9) "Excepted Quantity", (10) "Packaging Guidelines" for packaging and intermediate bulk containers, (11) "Special Packaging Provisions" for packaging and intermediate bulk containers, (12) "Guidelines" for portable tanks and bulk containers, and (13) "Special Provisions" for portable tanks and bulk containers have been added. The revised list of names of dangerous goods now consists of 13 columns (see 5.1, compared with Chapter 5 of the 2012 version);
- Provisions on the names of generic or "Not Otherwise Specified" dangerous goods have been added (see 5.2);
- The technical content of the special provisions section has been revised (see 5.3 and Appendix A, compared with 4.6 and Appendix B of the 2012 version);
- The basic requirements for packaging have been added (see Chapter 6);
- The technical content of the table of proper shipping names for generic and Not Otherwise Specified dangerous goods has been revised and adjusted to an informative appendix (see Appendix B, compared with Appendix A of the 2012 version).
Referenced Technical Documents
The technical content of GB 12268-2025 is consistent with that of the United Nations "Recommendations on the Transport of Dangerous Goods" (23rd Revised Edition).
