On March 21, 2025, the Ministry of Ecology and Environment, the Ministry of Commerce, and the General Administration of Customs jointly issued the "Administrative Measures for the Import and Export of Ozone Depleting Substances" (Order No. 38 issued by the Ministry of Ecology and Environment, the Ministry of Commerce, and the General Administration of Customs), hereafter referred to as "the Measures". The Measures were revised and approved at the 7th Departmental Meeting of the Ministry of Ecology and Environment in 2024 on December 18 and will come into effect on May 1, 2025, replacing the previous "Administrative Measures for the Import and Export of Ozone Depleting Substances" (Order No. 26 issued by the Ministry of Environmental Protection, the Ministry of Commerce, and the General Administration of Customs).

The Measures specify the management of the import and export of substances that deplete the ozone layer, including the management methods, managing bodies, total quotas for imports and exports, applications and approvals for import and export quotas, import and export approvals, applications and management of import and export licenses, supervision and inspections, etc. They apply to the activities involving substances listed in the "List of Ozone Depleting Substances Subject to Import and Export Control in China".
