Specific Q: 1. Does a chemical enterprise need to obtain a Work Safety Licenses of Hazardous Chemical Production Enterprises if it installs a nitrogen generation unit for internal use as a replacement or protective gas, without selling it externally? 2. Does the enterprise need to obtain a Work Safety Licenses of Hazardous Chemical Production Enterprises if it installs a rectification unit for the recovery and reuse of ethanol?

A: According to Article 14 of the "Regulations on the Safety Management of Hazardous Chemicals" (Decree No. 591 of The State Council), before commencing production, hazardous chemicals production enterprises must obtain a Work Safety Licenses of Hazardous Chemical Production Enterprises in accordance with the "Regulation on Work Safety Permits". If your enterprise falls under the aforementioned circumstances, it is required to obtain a Work Safety Licenses of Hazardous Chemical Production Enterprises. Please proceed with the application in accordance with the "Measures for the Implementation of Work Safety Licenses of Hazardous Chemical Production Enterprises" (Issued by State Administration of Work Safety Order No. 41) and relevant local regulations.
