This act specifies the regulation of chemicals and hazardous substances in the Philippines, requiring permits and licenses for activities involving toxic substances and hazardous wastes, safety management and environmental protection, information disclosure and public participation, penalties and sanctions. It is applicable to activities related to the import, manufacture, processing, handling, storage, transportation, sale, distribution, use, and disposal of all unregulated chemical substances and mixtures, including those entering the country (even in transit), and the storage or disposal of hazardous wastes and nuclear wastes in the Philippines.
