This document specifies the general requirements, planning layout, design, key equipment and material procurement, construction quality management, commissioning, operation management, maintenance management, and emergency management requirements for liquefied hydrocarbon storage tank farms within chemical industrial enterprises. It is applicable to the safety management of new, expanded, or renovated liquefied hydrocarbon storage tank farms, as well as existing liquefied hydrocarbon storage tank farms within chemical industrial enterprises, including petrochemical, coal chemical, and fine chemical industries. It is not applicable to the safety management of liquefied natural gas, natural gas liquefaction plants, underground water-sealed cavern storage areas for liquefied hydrocarbons, oil and gas fields and liquefied hydrocarbon tank areas at purification plants, coalbed methane LNG storage areas, port liquefied hydrocarbon storage areas, as well as urban gas supply stations, LPG/LNG refueling stations, and other liquefied hydrocarbon storage areas.
