On July 24, 2024, the Australian Industrial Chemicals Introduction Scheme (AICIS) announced revised threshold values and fee schedules for importers and manufacturers of industrial chemicals, including cosmetics, pens, solvents, adhesives, plastics, paints, and inks. These changes will take effect on September 1, 2024, for the 2024-2025 fiscal year.
Target Group
Effective from September 1, 2024, under the Industrial Chemicals Act 2019, all entities, including sole traders and companies planning to import or manufacture cosmetics, pens, solvents, adhesives, plastics, paints, and inks during the 2024-2025 period must:
- Register according to the import thresholds based on the total value of last fiscal year's chemical imports.
- Ensure that importing industrial chemicals without registration is illegal in Australia.
- Note that this requirement applies to individuals and businesses importing or manufacturing products that could release industrial chemicals.

Fee Structure Update
Effective September 1, 2024, AICIS will increase its service fees by 3.1% to counter inflation and maintain quality. Businesses with annual imports under 15 million USD will benefit from stable or reduced fees.
