To strengthen the management of non-medical narcotic drugs and psychotropic substances, and to prevent their illegal production, trading, transportation, use, and import/export, the "Regulatory Measures for Controlled Narcotics and Psychotropic Substances for Non-medical Purposes" have been formulated in accordance with the "Narcotics Control Law of the People's Republic of China" and the "Regulations on the Management of Narcotic Drugs and Psychotropic Substances" and other legal and regulatory provisions. The non-medical narcotic drugs and psychotropic substances referred to in these regulations are substances not used for medical production and usage, which are addictive or have addictive potential and are prone to abuse.
Narcotic drugs and psychotropic substances are classified and controlled as either for medical or non-medical use. Non-medical narcotic drugs and psychotropic substances that are found to have medical uses and are subsequently included in the pharmaceutical directory will no longer be listed in the controlled catalog of non-medical narcotic drugs and psychotropic substances.
The production, sale, transportation, use, storage, and import/export of controlled non-medical narcotic drugs and psychotropic substances are prohibited for any organization or individual. For the use of non-medical narcotic drugs and psychotropic substances in scientific research and experiments, and the need for non-medical narcotic drugs and psychotropic substances as reference standards or controls in the production and testing of pharmaceuticals and medical devices, as well as the management of intermediates of non-medical narcotic drugs and psychotropic substances during pharmaceutical production, relevant regulations shall be followed.
