According to the provisions of Article 29 of the Regulations on the Safety Administration of Hazardous Chemicals (Order No. 591 of the State Council), chemical enterprises that use hazardous chemicals for production and use a specified amount (except those belonging to hazardous chemicals production enterprises) shall obtain a hazardous chemicals safe use license in accordance with the provisions of the Regulations. On April 19, 2013, the State Administration for Work Safety, the Ministry of Public Security and the Ministry of Agriculture determined to put the Quantity Standard of Hazardous Chemicals Used in China (2013) into use.

The List consists of several entries, including serial number, chemical name, alias, minimum annual design usage (ton/year) and CAS number. It prescribes the minimum annual design usage (ton/year) of 75 hazardous chemicals. The amount of hazardous chemicals that enterprises need to obtain a safe use license is determined by the larger value of the minimum annual design usage and actual usage of hazardous chemicals used by enterprises.
