The Inventory of Existing Chemical Substances Produced or Imported in China (IECSC) was first published in 2013. Up until December 20 2023, the Ministry of Ecology and Environment (MEE) has released 22 supplementation notices, with a total of 1358 substances.

IECSC is divided into two parts:

  • Public; and
  • Confidential

The public part is freely accessible, companies only need to make inquiries to Authorities for the classified/confidential part.

I. Public

There are 45612 substances listed in the IECSC (2013). The Chinese government updated this inventory on January 31, 2013. The full list can be downloaded here in pdf format.

Enterprises can also search if their substance is listed in the IECSC (2013) by using CIRS's free ChemRadar.

II. Confidential Part

There are 3270 substances in the confidential section of IECSC (2013). They are shown in category names. No CAS numbers or molecular structures are given for those confidential substances. Companies have to submit a formal inquiry to the Solid Waste and Chemicals Management Center of MEE (MEE-SCC) to check whether a substance is listed in the confidential section of IECSC or not. The SCC usually issues a letter of confirmation within two weeks after an inquiry is submitted. The inquiry costs 3000 RMB (~430 USD).

Updates

On December 18, 2023, China MEE announced to add another 29 substances into the Inventory of Existing Chemical Substance Inventory. Please click here and here to view the detailed information.

On June 2, 2023, China MEE announced that another 43 substances were added in the Inventory of Existing Chemical Substances in two batches. Please click here and here to view the detailed information.

On 5 December 2022, China MEE announced that another 42 substances were listed in the Inventory of Existing Chemical in two batches. Please click here and here to view the 42 newly added existing substances

On 19 July 2022, China MEE announced that another 22 substances were listed in the Inventory of Existing Chemical Substances. Please click here to view the 22 newly added existing substances.

On 22 December 2021, China MEE announced that another 11 substances were listed in the Inventory of Existing Chemical Substance. Please click here to view the 11 newly added existing substances.

On 18 June 2021, China MEE announced that another 255 substances were listed in the Inventory of Existing Chemical Substance. All 255 substances are listed by inventory supplementation. Please click here to view the 255 newly added existing substances.

On 28 April 2021, China MEE announced that another 115 substances were listed in the Inventory of Exisiting Chemical Substance. All 115 substances are listed by inventory supplementation. Please click here to view the 115 newly added existing substances.

On 22 April. 2021, China MEE announced that another 204 substances were listed in the Inventory of Existing Chemical Substance. All 204 substances are listed by inventory supplementation. Please click here to view the 204 newly added existing substances.

On 21 Dec. 2020, China MEE announced that another 238 substances were listed in the Inventory of Existing Chemical Substance. All 238 substances are listed by inventory supplementation. Please click here to view the 238 newly added existing substances.

On 1 May 2020, China MEE announced that another 156 substances were listed in the Inventory of Existing Chemical Substance. All 156 substances are listed by inventory supplementation. Please click to view the 156 newly added existing substances.

On 2 Jan. 2020, China MEE announced that another 47 substances were listed in the Inventory of Existing Chemical Substance. Please click here to view the 47 newly added existing substances.

On 21 November 2018, China MEE announced that another 45 substances were listed in the Inventory of Existing Chemical Substance. Please click here to view the 45 newly added existing substances. Among them, 2 substances are registered under MEP order 7 and 43 substances are registered under MEP order 17.

On 15 March 2016, the list was updated again. Another 31 substances were listed in the updated list. Among the 31 substances, 12 of them were listed into the classified/ confidential part while another 19 substances were listed into the public part.Please click here to view all the 31 substances.
