On January 25, 2024, China‘s Ministry of Industry and Information Technology, the Ministry of Commerce, and the General Administration of Customs jointly issued a notice on simplifying the import and export control measures for mixtures containing low concentrations of triethanolamine. According to the notice, products containing low concentrations of triethanolamine, such as consumer goods including non-medical disinfectants, synthetic detergents, cosmetics, and inks, will not be subject to the control management. This notice will come into effect on February 1, 2024, and the details are as follows.
In accordance with the Regulation of the People's Republic of China on the Administration of Chemicals Subject to Supervision and Control, and Detailed Rules for the Implementation of the Regulation of the People's Republic of China on the Administration of Controlled Chemicals, China is scheduled to simplify the import and export control for certain products containing trolamine with low concentration.
Consumer goods such as non-medical disinfectants, synthetic detergents, cosmetics, inks with low content of triethanolamine are not subject to the management of triethanolamine (HS code: 2922150000) and triethanolamine mixtures (HS code: 3824999950) in the Catalogue of license for dual-use items and technologies. Therefore, these consumer goods are exempted from the import and export license for dual-use items and technologies.
