China's Taiwan Published the Draft Amendment on the List of Ingredients Prohibited in Cosmetic Products

On December 14, 2023, the Ministry of Health and Welfare in China's Taiwan published a notice to commence a period of public comments for the draft amendment of "List of Ingredients Prohibited in Cosmetic Products". This new amendment is scheduled to be effective on July 1, 2024. Any comments or suggestions can be submitted within 60 days from the day following its publication.

The following contents were amended:

1. Specifications on these two ingredients were amended:

  • Cells, tissues or products of human origin: Companies or entities that have been reviewed and approved by the competent authority are exempted from this draft Notice.
  • Zirconium and its compounds: Zirconium lakes, salts, pigments used as colorants in cosmetics and other specified ingredients are exempted from this draft Notice.

The Ministry of Health and Welfare attaches significant importance to the safety of cosmetics and imposes stringent regulations on cosmetic ingredients, which reflects its commitment to public health. The Ministry of Health and Welfare also call for public opinions from cosmetic manufacturers, experts, and consumers.
