Shanghai Strengthens the Regulation of New Chemical Substances

Shanghai has achieved significant achievements in the management of new chemical substances. Up to June 2023, Shanghai has issued a total of 258 regular registration certificates, 14,653 simplified registration certificates and 7,510 records, ranking first in China. The Shanghai Municipal Bureau of Ecology and Environment has adopted various measures to effectively reduce environmental risks and safeguard public health.

Coordination at ministerial, municipal and district levels

The Shanghai Municipal Bureau of Ecology and Environment invited ministerial experts to provide their guidance on standardizing the law enforcement procedures. It also organized specialized training and offline exchange activities at municipal level. The law enforcement team in the Shanghai Municipal Bureau of Ecology and Environment also conducted spot checks on relevant enterprises involving new chemical substances.

Cooperation between regulatory authorities, law enforcement and technical department

In this context, regulatory authorities, law enforcement and technical department worked closely to resolve problems in the regulation and management of new chemical substances.

The Shanghai law enforcement team conducted investigations on the downstream processors and users of new chemical substances based on the lists of “Enterprises newly notified”, “Enterprises under key environmental management” and “Enterprises conducting chemical information investigation”. It also analyzed the inspection results of new chemical substances in the reagent industry, alkyl naphthalene substances and cosmetic industry.

Three-pronged approach 

The Shanghai law enforcement team also compiled promotional brochures, raised public awareness through case publicity, and enhanced its regulatory abilities by using data.

The Shanghai Municipal Bureau of Ecology and Environment will rigorously implement new laws and regulations, innovate its management methods, to improve the management of new chemical substances.
